Having submitted formal request and by virtue of Municipal Resolution No. 2017 – 70, Mayor Danny Toreja has been granted authority by the Sangguniang Bayan to enter into a Memorandum of Agreement with the Department of Health Regional Office for the implementation of the Health Facilities Enhancement Program (HFEP) for the year 2017.
Under the said program, the Department Of Health is allocating Php4,447,500.00 which will be specifically used for Rehabilitation/Expansion of Rural Health Unit such as the Construction of Laboratory and X-Ray Room in the Municipality of Ibaan.
Sourced out of the General Appropriations Act FY 2017, it shall be deposited to LGU Trust Fund.
Accordingly, as mentioned in the Resolution, among the responsibility of Ibaan is to comply with the requirements asked by the DOH RO IV-A such as but not limited to: (1) Health Facility 5 Year Development Plan; (2) Human resource complement; (3) Formulation of official policies, systems And procedures on health facility’s operation and management; (4) Identified structure needs and costs estimates; (5) Detailed architectural and engineering design, program and scope of works, bill of materials and documents required for bidding purposes in accordance with the provisions of RA 9184; (6) Ensure funds will be provided for the continuing maintenance and operations of the project; (7) Submit to DOH RO IV-A the fund utilization report; and (8) Submit to DOH RO IV-A the evaluated Statement Of Work Accomplishment.
It is not yet clear when the program will be implemented. However, once the allocation has been deposited, that will be the starting point for the Municipality of Ibaan.
The Resolution was sponsored by Coun. Victoriano Maputi being the Chairman of SB Committee On Sanitation, Health and Environmental Protection and was seconded by Con. Mateo Guerra. All other members of the Sangguniang Bayan signed and approved the resolution, July 20.
Coun. Jullius Panaligan acted as Vice Mayor and Temporary Presiding Officer of the said session with Vice Mayor Joy Salvame on leave.
